This is a complete set including all the figures, the dinghy, the marker buoy, boxed, with the instruction booklets. The stickers haven't been used, which is rare for a second-hand set.nThe boats float u2013 great for playing with in the bath The main fire boat has a one-piece hull with no joints.nUnfortunately some of the pieces are now discoloured due to age, hence the lower price. Some of it is a bit dusty, but easily washed in the dishwasher or manuallynYou could buy new pieces from the Lego Pick-a-Brick service for a few pounds, which would improve the look. Maybe the discoloured pieces could be bleached, but I can't guarantee this would work.
