I bought this for my Canon HF20 HD video camera becuase I film a lot outdoors where sometimes the sun is just too much and the cameras limitations to decrease washout make for poor video. I tried other densities from .2 to 1 to settle in on this particular density for its darker qualities. I like the ease of installing when needed and the fact that it has both front and rear threads makes it easy to use other filters or glass like UV protectors and even allows me to attach my wide angle lens to the front. You can't beat the price for value from Tiffen products.

My PTZ network camera can be panned to look directly into the sun. It requires a minimum 85% blocking filter to protect the sensor from sun damage. A 0.9 ND filter is 87%. I removed the filter from it's aluminum holder, then taped it to the lens barrel of a network camera.
Why use a ND Filter on your camcorder? You get better contrast - it makes the picture more attractive by knocking the specular stuff down to a level that can be managed by the camera's exposure meter. Depth of Field - The camera can use a wider f-stop, so the in-focus zone is shallow. This just looks nicer as it forces the eye to ignore the stuff in the background that isn't important.
Not the most expensive nor the highest quality but it does what it's supposed to do without degrading the image color or sharpness.
Tiffen carries even the harder sizes to find. Threads onto my lens easily and does what it's supposed to do.
Nice, neutral gray filter that lowers f-stop but doesn't alter colors or fuzz image. I use it with a circular polarizer to shoot outdoor images at a wide aperture. Works great. Recommended!
Image quality on my Olympus 45mm is still stellar.
There are a lot of 37mm ND 0.9 filters out there but this one is one of the most filtery ones out there. I highly recommend you buy as many as you can afford.
